factors that can be connected to the interoperability of the
data. The Platform Interoperability Framework suggested by
Wajid and Bhullar (2019) is an early stage framework to aid
in connecting systems through higher data interoperability,
and identifying where interoperability issues can occur. The
framework identifies three tiers of data interoperability:
platform, application, and integration tiers. The platform
tier refers to enabling a user to access information on offer
